Due to the importance of its role, the OSC is attached to the office of Undersecretary for Technological Education and Vocational Training in the Ministry of Manpower. The OSC is structured into six sections:

Key functions:

  • Conduct research to determine the required Sectoral Skill Units (SSUs).
  • Develop and update the regulatory frameworks and regulations that the sectoral entities must adhere to in order to be licensed as SSUs.
  • Evaluate the requests of the sectoral entities willing to be licensed as SSUs.
  • Approve and license the sectoral entities to work as SSUs.
  • Manage the compliance of licensed SSUs with all the OSC regulations related to their operation.

Key functions:

  • Develop and update regulatory frameworks, procedures and processes under which licensed SSUs to operate when developing and updating NOS packs.
  • Ensure that SSUs have fulfilled their contractual obligations during the development process of NOS packs while ensuring that these standards are updated by SSUs as per the regulations and technical guidelines of the Center.
  • Audit and approve the NOS packs developed and submitted for approval by respective SSUs as per the regulations and technical guidelines of the Center.

Key functions:

  • Develop and update the organizational procedures and processes under which licensed SSUs to operate when developing and updating NOS applications.
  • Evaluate the requests of licensed SSUs to develop, update and apply NOS applications for their respective sectors.
  • Audit and approve the NOS applications developed and submitted for approval by respective SSUs as per the regulations and technical guidelines of the Center.
  • Ensure the implementation and maintenance of the NOS applications developed by respective as per the regulations and technical guidelines of the Center.

Key functions:

  • Determine the OSC internal quality specifications, procedures and standards, taking into account the quality practices recommended locally and internationally.
  • Manage the OSC internal governance procedures.
  • Evaluate customer requirements and ensure that they are met when approved.
  • Evaluate and assure the quality of the regulatory frameworks and regulations issued by the OSC.
